2025-10-21
On October 21, the water and soil conservation facilities for the 20,000-ton-per-year metallic sodium technology renovation and expansion project of Inner Mongolia Ruixin Chemical Co., Ltd. completed self-acceptance. The acceptance documents have been reviewed and filed with the Rural Revitalization Office of the Alxa High-Tech Industrial Development Zone (Wusitai Town).
The project is located in the Ulan Buh Industrial Park, Alxa High-tech Zone. The total investment for the main construction works amounts to 50 million yuan, with a planned capacity expansion: upgrading the existing 20,000-ton-per-year metallic sodium facility through reconstruction to achieve an annual output of 35,000 tons of metallic sodium, along with by-products including 54,000 tons/year of liquid chlorine, 32,000 tons/year of sodium hypochlorite, and associated supporting facilities. Construction officially commenced in May 2025 and is scheduled for completion by August 2025. The soil and water conservation plan identifies a responsibility area of 2.42 hectares for erosion control, with soil and water conservation engineering investments totaling 307,000 yuan and soil and water conservation compensation fees set at 41,150 yuan. By implementing comprehensive soil and water conservation measures, the project developer aims to further enhance the efficient use of water and soil resources, minimize surface disturbances and vegetation damage, and effectively mitigate potential soil erosion risks.
According to the Self-Acceptance Procedures for Soil and Water Conservation Facilities of Production and Construction Projects, the project entity shall organize the unit that prepared the soil and water conservation plan, the technical evaluation unit for acceptance, the supervision unit, the construction unit, and specially invited experts to form an acceptance team. Through on-site inspections, document reviews, and listening to progress reports, and after careful analysis and evaluation, the team unanimously concluded that the project entity has legally prepared and submitted the soil and water conservation plan, carried out relevant design and supervision work, and implemented all the preventive and control measures specified in the plan. Overall, the quality of the soil and water conservation facilities is satisfactory, and the soil and water erosion control indicators have met the standards set forth in the plan. Moreover, responsibilities for operation, management, and maintenance during the facility's operational phase have been clearly defined, fully satisfying the acceptance criteria for soil and water conservation facilities. Therefore, the team agrees to approve the acceptance of the soil and water conservation facilities.
Next, the Rural Revitalization Office of the High-tech Zone will continue to strengthen supervision over soil and water conservation in production and construction projects. They will promptly conduct quality checks on the self-accepted soil and water conservation facilities, thoroughly reviewing the completion status of acceptance documents, verification procedures, implementation of preventive measures, and overall effectiveness. This effort will ensure that project developers fully assume responsibility for the management and maintenance of these facilities, enabling them to sustainably deliver both ecological and societal benefits over the long term.
