Strengthening the Promotion and Implementation of Standards to Build a Solid Safety Defense: Ruixin Chemical Actively Participates in Two National Video Training Sessions on Safety Regulations

To thoroughly implement the latest national requirements on the safe production of hazardous chemicals and to gain a precise understanding of the new industry safety standards, at 10:00 a.m. on April 8, 2026, the Ministry of Emergency Management organized a video-based training session to promote and explain two mandatory standards: “Safety Code for Equipment Maintenance Operations in Chemical Enterprises” (AQ 3026–2026) and “Safety Code for Special Operations in Hazardous Chemical Enterprises” (GB 30871). Inner Mongolia Ruixin Chemical Co., Ltd. attached great importance to this initiative, responded enthusiastically, and arranged for all management personnel at the section chief level and above to attend the training in a centralized manner.

 

 

This nationwide video briefing and promotion conference aims to encourage chemical and hazardous chemicals enterprises to rigorously implement the new safety standards, thereby effectively preventing production safety accidents during high-risk operations such as equipment maintenance, hot work, and confined-space entry. During the conference, experts from the National Emergency Management Ministry provided authoritative and in-depth interpretations of the background behind the revisions to the two standards, as well as their core provisions and key changes.

The newly revised AQ 3026-2026 “Safety Code for Equipment Overhaul Operations in Chemical Enterprises” is a mandatory industry standard that will be officially implemented on September 30, 2026. Building upon the 2008 edition, this standard has been comprehensively upgraded to emphasize end-to-end safety management across the entire equipment lifecycle—from handover and overhaul operations to acceptance and delivery—and to refine requirements for key processes such as overhaul planning, safety briefings, and work permit approvals. Meanwhile, GB 30871, the national standard governing special operations, sets out the safety technical procedures for eight categories of such operations. Together, these two standards complement each other and jointly form a robust safety protection framework that covers the entire process of inspection, maintenance, and special operations in chemical enterprises.

During the training, all participants from Credit Suisse Chemicals remained fully engaged and diligently took detailed notes. They unanimously agreed that the content of this briefing and dissemination session was highly precise and exceptionally instructive, providing clear regulatory compliance and technical guidance for the company’s next steps in standardizing operational procedures and identifying potential safety hazards. As an enterprise engaged in the production of high-risk chemicals such as metallic sodium and liquid chlorine, equipment maintenance and special operations represent high-risk areas in daily production; therefore, a thorough understanding and strict adherence to these two new standards are essential for ensuring the company’s long-term safe and stable operation.

Following the completion of the training, the company has mandated that all management personnel take this opportunity to promptly communicate the spirit of the standards to every employee. First, we must deepen learning by incorporating the two sets of standards into the core content of company-wide safety training, ensuring that all employees fully understand and master them with no gaps in coverage. Second, we must conduct benchmarking and self-assessment by immediately comparing our existing work systems and operating procedures against the new standards, identifying gaps and deficiencies, and making timely revisions and improvements. Third, we must enforce strict compliance by rigorously implementing the standard requirements in every maintenance activity and every operational task, resolutely prohibiting any non-compliant practices. Through standardized and规范ized management, we will comprehensively fortify the enterprise’s robust safety production defense, thereby creating a stable and reliable safety environment that supports the company’s high-quality development.
