Ruida Juzhi New Materials’ Methane Chloride Project Commences Construction, Adding Another Green Chemical Engine to the Alxa High-tech Industrial Development Zone

With the spring breeze bringing warmth, momentum for progress is at its peak. On March 16, the groundbreaking ceremony for the 240,000-ton-per-year methane chlorides and related products project of Inner Mongolia Ruida Juzhi New Materials Co., Ltd. was solemnly held in the Alxa High-tech Industrial Development Zone. Attending the ceremony were Vice League Governor Liu Chongxiao; Wang Duofu, Secretary of the Party Working Committee of the High-tech Zone and the Demonstration Zone; Tian Xueming, Deputy Secretary of the Party Working Committee and Director of the Management Committee of the High-tech Zone; heads of relevant departments of the High-tech Zone; and representatives from several enterprises within the zone. The site was alive with the roar of machinery and fluttering colorful banners, as construction workers worked with high spirits, creating a vibrant scene of vigorous development. This milestone marks a crucial step forward for the High-tech Zone in extending and strengthening the fine chemicals value chain, advancing green and low-carbon transformation, and fostering cluster-based industrial development—injecting strong impetus into the implementation of the spirit of the region-wide conference on high-quality development and the building of a modern industrial system.

 

 

The Ruida Juzhi Methane Chloride Project, with a total investment of RMB 1.525 billion and spanning 469 mu of land, represents a benchmark collaboration between private and state-owned enterprises—a joint venture between Inner Mongolia Ruida Taifeng Chemical Co., Ltd. and the High-tech Zone Financial Investment Co., Ltd.—and serves as a pivotal move by the High-tech Zone to implement the directives of the region-wide Conference on High-Quality Development and to concentrate efforts on fostering new drivers of productivity. The project’s core products include basic chemical feedstocks such as monochloromethane and dichloromethane, which are widely used in industries like organic silicon, pharmaceuticals, and electronics. Upon completion, the project will mark the first-ever local production of methane chlorides, with 60% of its output destined for local and surrounding-market consumption, thereby providing critical raw-material support for the fluorine chemicals industry.

The Region-wide Conference on High-Quality Development has provided clear guidance and bolstered our confidence. The project is scheduled to commence Phase I production in November 2026, with supporting new-energy projects to be developed concurrently. In 2027, it is expected to generate an output value of RMB 1 billion, create 150 jobs, and contribute an additional RMB 30 million in annual tax revenue; upon full capacity utilization in 2028, annual output value will reach RMB 1.7 billion, with annual tax revenues exceeding RMB 60 million. Leveraging the High-tech Zone’s abundant chlorine resources, we will efficiently convert these resources and maximize the capacity of our core products, thereby setting a benchmark for the intelligent and green transformation of the industry.

 

 

As a key project under the autonomous region’s “1571” work plan, this project has exemplified the “Alxa Speed” from its establishment in October 2025 to the commencement of construction. Adhering to the principle that “serving enterprises is serving development,” the High-tech Industrial Development Zone has set up a dedicated task force and implemented a “pre-approval with missing documents allowed plus parallel approval” model. Through a mechanism of weekly progress reviews and monthly briefings, it has efficiently processed critical procedures such as environmental impact assessment and soil and water conservation approvals, thereby removing all obstacles to the project’s start of construction.

The swift implementation of this project would not have been possible without the High-tech Zone’s targeted support and efficient services. We will deepen industrial collaboration with Zhejiang Juhua Group, a leading enterprise in the fluorochemical value chain, leveraging our own R&D strengths to promote the green and intelligent upgrading of production processes, thereby establishing a circular industrial chain that integrates chlor-alkali extensions with fluorochemical synergies and fostering the development of industrial clusters within the park.

 

 

This project is closely aligned with the requirement set forth at the Fourth Plenary Session of the 20th CPC Central Committee to “vigorously develop advanced manufacturing” and with the autonomous region’s “1571” work plan. Driven by both green-power iteration and technological innovation, the project not only fills a gap in the regional industrial landscape but also leverages local fluorite resources to explore a cluster-development model for the fluorochemical industry, thereby providing a valuable reference for the industry’s transformation toward “three modernizations.”

The commencement of this project represents a concrete step taken by the High-tech Zone to fully implement the spirit of the Conference on High-quality Development. Moving forward, the Zone will further strengthen and complete the salt chemical industry chain, enhance the value-added of the sector, attract upstream and downstream enterprises to cluster in the area, and foster a comprehensive “raw materials–processing–applications” ecosystem. We will continue to ensure adequate provision of key resources such as land and energy consumption, and deliver end-to-end support for the project through a service model characterized by “no interference unless necessary and prompt response whenever issues arise,” so that the project can commence production and deliver results at the earliest possible date.

 

 

The successful implementation of this project carries profound significance: it will not only propel the chlor-alkali chemical industry toward higher-end and more refined operations, thereby supporting the development of a distinctive, modern industrial system, but also facilitate the low-carbon transformation of traditional chemical manufacturing through the integration of new-energy infrastructure and direct supply of green electricity, thus empowering the construction of zero-carbon industrial parks. Moving forward, the Alxa High-tech Industrial Development Zone will take this project as an opportunity to further optimize the business environment, attract more high-quality projects, and strive to write a new chapter in Alxa’s high-quality development under the Chinese path to modernization.
