Credit Suisse Chemicals: Welcoming Special Guidance on Chlorine Safety to Strengthen the Foundation of Hazardous Chemical Production Safety.

As a manufacturer of hazardous chemicals, Inner Mongolia Ruixin Chemical Co., Ltd. has always adhered to the safety production principle of “Safety First, Prevention-Oriented, Comprehensive Management, and Scientific Development,” placing particular emphasis on the safe management and control of chlorine-related processes as a top priority in enterprise safety management. On December 9, 2025, the company actively cooperated with the industry expert team organized by the Emergency Management Department of the Inner Mongolia Autonomous Region to complete the expert guidance service for safety risks at chlorine-related enterprises, conducting a comprehensive “health check” to strengthen the defense line for safe production and continuously enhance the inherent safety level.

Since launching the self-inspection and self-correction initiative for safety production hazards, the company has attached great importance to closed-loop management of issue rectification. In response to the 28 hazards identified during the previous self-inspection, the company promptly established a dedicated rectification task force and developed detailed remediation plans. To date, 22 of these tasks have been completed, while the remaining 6 are being steadily advanced according to schedule. As for the 20 hazards pointed out by the previous round of expert guidance services, the company has rigorously implemented the “Five Determinations” principle (determining personnel, timing, responsibilities, standards, and measures), taking a multi-dimensional approach that encompasses engineering controls, safety management, and personal protective equipment, thereby achieving 100% completion and closure of all identified hazards. During the rectification period, the company simultaneously strengthened control measures to ensure stable and safe production, demonstrating with concrete actions its commitment to fulfilling its primary responsibility for safety production.

During this special guidance service, the company fully cooperated with the expert team and conducted verification on six key areas centered around the core safety risks associated with chlorine. All indicators met the requirements of safety standards: In terms of liquid chlorine storage management, the company strictly adhered to safety red lines and did not engage in any practices that violated regulations by using tank containers or dedicated vehicles as permanent storage tanks. Regarding facility construction, areas involving chlorine—such as liquid chlorine storage buildings and cylinder warehouses—were all designed with enclosed structures, providing a solid foundation for controlling chlorine gas leaks. As for emergency hardware equipment, the company’s accident chlorine absorption devices have been kept in normal operating condition, ensuring that its emergency response capabilities remain continuously effective. In terms of equipment maintenance and operation, all pipelines and equipment related to chlorine have undergone comprehensive anti-corrosion measures. The corrosion inspection results completed in September 2025 fully comply with the company’s “Corrosion Monitoring and Management System” standards. With regard to safety distance control, after comparing the results against the major hazard source assessment report, the company’s external safety protection distances meet the requirements stipulated in the “Risk Baseline for Hazardous Chemical Production Facilities and Storage Installations” (GB 36894-2018), ensuring that surrounding safety risks remain under control.
As a company that has already passed the Level-3 assessment for standardized safety production, Ruixin Chemical has consistently integrated safety management into every stage of its production process. Previously, the company had established a comprehensive safety protection system through special winter safety measures, company-wide safety training, and focused education on safety implementation. This expert guidance service not only recognizes the company’s achievements in chlorine-related safety management but also points out specific areas for further optimization in its future work.
Next, the company will take this guidance service as an opportunity to accelerate the rectification of the remaining six potential hazards, ensuring that all issues are addressed and fully resolved. At the same time, we will continue to deepen safety management in chlorine-related processes, routinely conduct equipment hazard inspections, provide ongoing safety skills training for employees, and carry out emergency drills. We will further refine our dual prevention mechanism and enhance the application of intelligent control platforms, thereby strengthening our foundation for safe production with higher standards and stricter requirements, and contributing our corporate strength to the safe development of the regional hazardous chemical industry.
